Launch compliant FSTP open calls
without building the entire process from scratch.
OnePass combines a purpose-built platform with FundingBox's open call expertise. From documentation and applicant management to evaluation and audit readiness.
What running your open call looks like
A purpose-built workspace for the full FSTP lifecycle not a spreadsheet held together with hope.

Every application, one pipeline
Track submissions from draft to submitted to evaluated in a single board. No more chasing versions across inboxes and spreadsheets you always know where each applicant stands.

Manage the whole call from one place
Settings, member access, evaluation rounds and analytics the operational backbone of your open call, organised so your team and your evaluators know exactly what to do.

Audit-ready by design
Access control, protected records and a full activity trail come built in. When an EC audit asks how a decision was made, the evidence is already there.

Cascade funding & open calls, explained
The questions EU project coordinators ask most often about running Financial Support to Third Parties (FSTP).
Cascade funding, officially Financial Support to Third Parties (FSTP), is a mechanism that lets an EU-funded consortium redistribute part of its grant to external organisations through its own open calls. It brings smaller players SMEs, start-ups, research teams into EU programmes without the full administrative burden of applying directly. Grants to third parties typically range from around 20,000 to 200,000, usually paid as lump sums against completed activities.
The consortium of an EU-funded project can run cascade funding calls, but only if the original EU call conditions allow FSTP for that topic. Inside the consortium, the Primary Coordinator Contact, a Coordinator Contact or a Participant Contact can draft the call on the Funding & Tenders Portal; a Commission Project Officer then validates and publishes it. The consortium stays liable to the Commission for how the funds are distributed.
Running the full open call lifecycle: preparing the call documentation, publishing and promoting it, collecting and checking applications for eligibility, organising a fair and transparent evaluation, contracting the selected third parties, tracking payments and deliverables, and keeping an audit-ready trail throughout. It is a significant operational load on top of delivering your own project which is exactly what a platform and support services are for.
You can technically run a small call on spreadsheets, email and forms but it gets risky fast: version conflicts, missed deadlines, inconsistent evaluation, and a weak audit trail. EC auditors expect documented eligibility decisions, traceable scoring and a defensible selection process. A dedicated platform centralises submissions, evaluation and communication, and generates the evidence trail automatically.
It depends on how many calls you run, for how long, and how much support you need. As a rough guide, the OnePass platform plus setup is indicatively 8,00012,000 for a single call, more for multi-call projects. Support services (documentation, evaluator sourcing, audit training) are scoped case-by-case. Use the readiness tool above for a tailored range, or book a call for an exact quote.
Yes. FSTP exists across several EU programmes Horizon Europe, the Digital Europe Programme, the European Defence Fund and others wherever the call conditions permit cascade funding. OnePass and FundingBox's services work for any EU cascade funding open call, not just Horizon Europe.
